In a case concerning offshore oil drilling in the Chukchi Sea off the coast of Alaska, a U.S. Court of Appeals explained that the Bureau of Ocean Energy Management “is required to take into account the full environmental effects of its actions when deciding whether and in what manner to pursue the lease sale. . . . It is only at the lease sale stage that the agency can adequately consider cumulative effects of the lease sale on the environment, including the overall risk of oil spills and the effect of the sale on climate change.”  Id., p. 504.
