Roberto Ballon, Association of Small Fisherfolk of Concepcion, Philippines.<\/figcaption><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The World Bank&nbsp;<a href=\"https:\/\/www.worldbank.org\/en\/news\/infographic\/2017\/06\/06\/blue-economy\" target=\"_blank\" rel=\"noreferrer noopener\">touts<\/a>&nbsp;the blue economy as the \u201csustainable use of ocean resources to benefit economies, livelihoods, and ocean ecosystem health.\u201d But not everyone agrees on what \u201csustainable use\u201d means.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, members of ELAW\u2019s Marine Working Group joined scientists from around the world at the&nbsp;<a href=\"https:\/\/wfc2024.fisheries.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">World Fisheries Congress<\/a>&nbsp;(WFC) in Seattle, to share community voices on the real impacts of blue economy projects in the Global South.<\/p>\n\n\n\n<div class=\"wp-block-stackable-image alignright stk-block-image has-text-align-right has-text-align-center-tablet has-text-align-center-mobile stk-block stk-2ea1870 stk--has-lightbox\" data-block-id=\"2ea1870\"><style>.stk-2ea1870 .stk-img-wrapper{width:350px !important}<\/style><figure><span class=\"stk-img-wrapper stk-image--shape-stretch\"><img loading=\"lazy\" decoding=\"async\" class=\"stk-img wp-image-53193\" src=\"https:\/\/elaw.org\/wp-content\/uploads\/2024\/04\/2024_04_17_ebulletin_1080_1550.jpg\" width=\"1080\" height=\"1550\" srcset=\"https:\/\/elaw.org\/wp-content\/uploads\/2024\/04\/2024_04_17_ebulletin_1080_1550.jpg 1080w, https:\/\/elaw.org\/wp-content\/uploads\/2024\/04\/2024_04_17_ebulletin_1080_1550-336x482.jpg 336w, https:\/\/elaw.org\/wp-content\/uploads\/2024\/04\/2024_04_17_ebulletin_1080_1550-771x1107.jpg 771w, https:\/\/elaw.org\/wp-content\/uploads\/2024\/04\/2024_04_17_ebulletin_1080_1550-768x1102.jpg 768w, https:\/\/elaw.org\/wp-content\/uploads\/2024\/04\/2024_04_17_ebulletin_1080_1550-1070x1536.jpg 1070w, https:\/\/elaw.org\/wp-content\/uploads\/2024\/04\/2024_04_17_ebulletin_1080_1550-8x12.jpg 8w\" sizes=\"auto, (max-width: 1080px) 100vw, 1080px\" \/><\/span><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">This groundbreaking panel, \u201cBlue Economy and Its Impacts on Small-Scale Fisheries: Moving Towards Just and Equitable Ocean Use and Protection,\u201d included presentations from ELAW partners from Colombia, Costa Rica, Honduras, India, Kenya, and the Philippines, and members of fishing communities that ELAW partners collaborate with.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vivienne Solis Rivera is a biologist who works with&nbsp;<a href=\"https:\/\/coopesolidar.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Coope SoliDar R.L<\/a>, a cooperative that seeks justice for fishing communities in Central America. She urged participants to say \u201cno\u201d to blue economy projects until a Human Rights-based approach is implemented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She was joined by&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=mSeyjlEqnrk\" target=\"_blank\" rel=\"noreferrer noopener\">Felicito Alejandro Nu\u00f1ez Bernardez<\/a>&nbsp;from the Association of Garifuna Fisherfolk in Honduras. Don Felicito spoke about the loss of artisanal fishing grounds due to privatization of small islands and marine protected area (MPA) establishment without consultation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe must work together, but in a fair way,\u201d he said. \u201cSmall Scale Fishers have joined together in a&nbsp;<a href=\"https:\/\/www.cffacape.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">call to action<\/a>&nbsp;that demands NOTHING FOR US WITHOUT US. Participation is a human right.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fishing communities in the Philippines face similar challenges. \u201cMost of our communities live on the coast and rely on the ocean for their livelihood and their food bank,\u201d says&nbsp;<a href=\"https:\/\/www.rmaward.asia\/awardee\/roberto-ballon#:~:text=In%20electing%20ROBERTO%20BALLON%20to,his%20shining%20example%20of%20how\" target=\"_blank\" rel=\"noreferrer noopener\">Roberto Ballon<\/a>, founder of the Association of Small Fisherfolk of Concepcion in Zamboanga, Philippines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kristine Joy Argallon, Legal and Policy Officer at the&nbsp;<a href=\"https:\/\/www.pejc.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Philippine Earth Justice Center<\/a>&nbsp;spoke about the rights of artisanal fishers and the need to ensure that blue economy projects provide \u201cclimate resilient livelihoods.\u201d Her organization represents communities suffering from mangrove destruction, developmental aggression, and more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur session was a first at the WFC \u2014 an open dialogue, featuring community voices on key issues that small-scale fisheries face at the intersection of food, water, energy, tourism, and conservation,\u201d says <a href=\"https:\/\/elaw.org\/about\/team#alejandraserranopavon\" target=\"_blank\" rel=\"noreferrer noopener\">Alejandra Serrano Pav\u00f3n<\/a>, ELAW Attorney, Marine and Coastal Lead. &#8220;ELAW&#8217;s attorney partners were eager to bring perspectives of fishing communities impacted by policies and decisions into the conversation.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Securing visas for travel to the U.S. proved challenging, so members of fishing communities in Colombia, India, and Kenya participated virtually, some tuning in using pre-paid data on cell phones.
